A quick guide should be available here to explain some basic rule how we want to use discourse for OSLC
Actually, I have mostly seen spam on OSLC wiki and in the mailing lists, not anyone misbehaving. So I would let people use the forum in any way and put more structure as we go.
I think we should make sure a more lively discussion develops. I will invite you to another discussion regarding that.
